Electronic music festival GOELRO Plan «Festival’s idea emerged from the cognominal radio show at the Puls radio that used to tell about electronic culture as a special segment of experimental music at the junction of the new technologies, social research and the foremost achievements in psychoacoustic», –this is how organizers explain the festival’s idea. GOELRO Plan has to serve as an alternative to the official and old-fashioned “Industrial Culture Night” organized by the city’s administration. The festival took place just once, on the banks of Siverskyi Donets Rriver. «7:35 AM», «Str8 Balln With My Dogs», «Leprechaun Brothers», "St Valentine's Day", Tetra, Spayo Ventax , Yuri Alexeev, Chameleon Freeman, Monolady and other music collectives took part.
